One rule, and what it rules out.
A notification is sent only when knowing now changes what you do. That is the whole rule, and everything else follows from it.
What it rules out
No streaks. No badges. No counter going up while you are away. Nothing that says you have not opened the app in a while, and nothing sent because a number needed moving this week. None of that changes what you do. It only changes how often you look.
What still reaches you
A meeting that moved this morning. Something a person is actually waiting on you for. The kind of thing where finding out tomorrow would have been too late.
Turning it down further
You can reduce it. You cannot be made to receive more of it, because there is no more of it to receive.
